Board of Directors

The Board of WAIS is elected by the membership at the Annual General Meeting in accordance with the Constitution.


Wayne has been in the survey profession for nearly 40 years achieving registration as a Licensed Surveyor in 1980. He has been managing survey companies for 30 years from smaller regional offices to a survey division of around 100 employees. He spent 15 years based in Karratha where he developed his own practise in 1996. Wayne spent 12 years as the Chairman of the Dampier Port Authority and is an Associate Fellow of AIM WA.

Richard has a Bachelor of Surveying from the University of Tasmania and was Licensed in WA in 1992.

Since then he has worked for a number of Perth based survey consultancies on large and small cadastral and engineering projects throughout WA and interstate.

He is now working as Survey Manager in the Land Tenure Branch of Main Roads WA

Rob Agnew LS, MWAIS, has been a Licensed Surveyor since 1972, and has had extensive cadastral experience statewide for both private clients and government departments.  From 1997, he worked overseas for 10 years on large engineering projects, then another 5 years in the Pilbara on mining infrastructure.  He is currently a director of Agnew & Machin Pty Ltd, mainly engaged on cadastral surveys.

Ray comes from a long line of surveyors with his earliest memories of living out of a caravan in outback WA in survey camp.

Ray is a licensed surveyor in WA, and has also been licensed in Victoria and Queensland.


With residential and commercial experience behind him, Ray looks forward to bringing a wealth of knowledge and professionalism to the WAIS Board.

Steve Hawkins – Licensed Surveyor
Steve has had 40 years’ experience in all aspects of surveying since graduating from Curtin with a B.AppSc (Surveying) and becoming Licensed in 1980. Joining Bunbury based Thompson Surveying Consultants he quickly joined the partnership and has continued to develop the service ethos of the company. Steve has a pragmatic approach to managing and offers strategic survey advice to the private, government, construction & mining sectors.

Paul is currently employed as a Survey Consultant with Veris. He has been practicing as a Licensed Surveyor in Western Australia since 1995, having gained a B.App.Sc. (Surveying) from Curtin University in 1991. He is currently engaged in the management of cadastral survey projects, throughout WA. He has extensive regional experience, including large cadastral subdivisions, major resource projects and pipeline projects. He has represented WAIS on the Land Surveyors Licensing Board since 2013.

Greg Cole has been practicing as a Licensed Surveyor in Western Australia for 40 years, having gained a B.App.Sc (Surveying) from Curtin University in 1974. He became a member of the Institution of Surveyors in 1977. Greg founded his own surveying business, G.I. Cole & Associates, in Mandurah and ran it for more than 35 years.


Greg's special interest lies in rural remote areas. Greg is currently employed by RM Surveys, specialising in the Pilbara and Kimberley areas, and became a Justice of the Peace in 2017.

John started his career as Surveyor’s Assistant in 1982 completing a diploma in Surveying at Bunbury TAFE in 1986 and eventually completing his Bachelor of Surveying Degree in 1994 after which he gained his Licence as a Surveyor in 1998. During this period of 16 years, John worked on many projects throughout WA and overseas gaining experience in construction, mapping and cadastral surveys.


John has operated his own Survey Practice for the past 15 years and does a variety of survey work, still enjoying going in the field a couple a days a week.

David has worked at Landgate for the past 20 years, graduating from Curtin University of Technology with a Bachelor of Surveying in 1997. David has been practising as a Licensed Surveyor since March 2009.

David worked as a Geodesist for 17 years undertaking geodetic data processing and analysis for Western Australia’s geodetic network. During this time, he also commenced his professional training agreement in 2006. Between 2009-2016 he undertook varied roles including Geodetic Surveyor, Inspecting Surveyor and Manager. This wide-ranging experience has given David a comprehensive understanding of all survey related work within Landgate and through management opportunities David has gained experience in the registrations side of Landgate’s business.

For the past 3 years David has been working as a Licensed Surveyor undertaking the Survey Inspection function. This role sees David working to actively assist in maintaining and raising the standard of cadastral surveys and plans in Western Australia.

Dan began his journey studying a Bachelor of Surveying at Curtin University, recently enrolling in a Masters in Urban and Regional Planning to further his knowledge base. Dan has acted in survey and consulting roles across many sectors in Western Australia since 2010, now focusing his attention on the property development sector to help service clients. Dan is also a passionate waterman engaging in surfing, kite surfing and stand-up paddle boarding.

Kim has been working in the Surveying Profession for nearly 13 years, having started working as a Survey Tech during his first year at Curtin University in 2006.


Graduating in 2010 he has spent the last 9 years exploring some of the many difference specialties available in Survey, working throughout regional WA in Major Resources and Construction Projects, in Production Mining where he gained his Grade 2 Authorisation and Large / Small Cadastral Projects. 


Kim has been a Licensed Surveyor since 2016, and recently became an Approved Surveyor with DMIRS.

Executive Officer

Providing administrative support to the WAIS Board, Executive Officer Angelique Cooper  brings to WAIS a wealth of working knowledge in Association management. In addition, Angelique's marketing, public relations and event management knowledge will ensure WAIS continues to be a leading industry body.
